Mere qualification 10th polytechnic and then degree hai....but i have no 12th...... So mein form bhar sakta hu na panchayat ka...... Bcoz cybrr cafe wala bolta hai u have no 12 u r not eligible.... So plzz tell me.... What can i do

Yes, 12 वीं पास होना अनिवार्य है और विवरण - (12 वीं) बोर्ड, (12 वीं) प्रतिशत, और (12 वीं) परिणाम तिथि दर्ज करनी होगी।
