As you suggested that I can apply for the post of assistant commissioner, but I have teaching experience as PGT for 12years, but it was not a residential school and I don't have any experience as a Principal. I have done PH.D in Chemistry so I have research papers published in chemistry not in education. I have worked as associate head examiner in CBSE board correction. I have experience in setting question papers of various competitive exams, with this qualification and experience can I apply for the post. Sorry for the trouble.
